INTRODUCTION Soviet positional astronomers and geodesists have expended cQnsider- able effort on the problem of the motion of the terrestrial poles and its effect on latitude variation. Since these fundamental studies am of poss- ible significance to intercontinental geodetic ties and to those geodesists interested in problems of, higher geodesy, preliminary analysis of Soviet 25X1A5 25X1A5a1 study are incorporated in Section II of this report. Part II is a bibliographic reference guide to additional Soviet data dealing with this problem, which were collected by the staff of this project during the course of its Mork on the primary objective of studying Soviet geodesy, photogremmetry and cartography. No attempt has been made to collect all available Soviet data dealing with variation of latitude. Approved For Release 1999/09/01: CIA-RDP79-00202A000100110001-4 Approved For Release 1 NO- QW, 79-00202A000100110001-4 II. REPORT NO. 1 25X1A5a1 I. An important summarizing article by K.A. Kulikov: "Motion of the Poles of the Earth and the Variation of Latitude" appeared in the Russian language, in Vyp. 5 of Uspekhi Astronomicheskikh Nauk (1950). 25X1A5a1 See Translation No. 6 for a complete translation of tY.is artscl3. Its importance consists chiefly in if;. 9 which contains the moticn of the pole, measured from Orlov t s met:n pole, for the entire interval 1 ;1.5 to 1946.0. Furtherm re, we cnn infer the following: a) The _:ussians have r.:ade no substantial progress, to day e, in their effort to explain the observed effects. They attribute the annual err to changes of air riass, snow cover, pressure of the atmosphere, but rake no attempt to compute the actual predicted amount of the "forced nuts Lion." They believe that this term is substantially the same in all the year., but minor differences are not ruled out -- especially in regard to the duration of successive meteorological cycles. b) The 'Chandler periodic tern of 14 months, when freed from the ob- served variation through the process of subtracting from the latt(r the mean components of the annual, forced nutation leaves the a.Lmost ; ure of : ect of the "free nutation." This shows very large changes in a.-plituce, frog. 0'.'04 to O'25 between 1,,'92 and 1938. There are also suspected -udcen changes Approved For Release 1999/09/01 CIA-RDP79-00202A000100110001-4 Approved For Release 1999/09/01 CIA-RDP79-00202A000100110001-4 in phase, as in 1925. The notion of the pole produced by the free nutation is approximately a circle, whose radius varies. (The motion produced by the forced nutation is an el" ir.:oe ~i th e - 0.5). I o explanation o' the change in the amplitude of tL:e free nutation is sugr.-.estel by the 3 )viets, except indirectly, by remarking that if "rearran?ement of the ma >s on the earth had happened only once and had then ceased" the free n_utatio, would continue indefinitely ,d.th a ccristant set of elements. Thus, 7_pres r_mnbly, the variation of these elements suggc is that the "rearranger.Rnt o,- the mass" is a continuing process, c) There is no new inforn.ation concerning the "non-polar" variation which Orlov has designated as + . Apparently, the real-ity of these, ouantl- ties is not being questioned -- there is nowhere any suggestion that it might be caused by systematic errors of observations, except in those cases where the methods, the instruments, the observing ;>rograa, or the entire latitude stations were changed. This non-polar variation which affects evert nearby stations in different ways, is ac:.-arently not at present considered sufficiently well observed to ti-:arrant a thorough discu:-sion. Thus Iulikcv limits his remarks to a cgmparison of the 1P values at Cr:!rloforte c c,ree:rw ch, between 191'1.0 and 1927.5, which had been previously given by Orlc -~r. Onc i led to infer that different sty tions :,ay "slip" toward, or away fi ors:, each other by amounts of the orate r of a few r':eters, at :cost. II. It has sec-:red to rr.e that there might exist a connection between the variation of latitude and the variation in the rate of the ea3 tia's ro- tation. a) This latter problem has been greatly advanced, in recent year7, through the researches of .. Stoyko in Paris. Taking a Hn we find that the elasticity increases the period. There follows a discussion of the determination of Hn from obser- vations of the tidal deforrati:n of the earth. The varictions of the potential of the centrifugal force, re,l.u]t- ing from the motion of the ins"antaneouF axis, produce small ocertric tides with period T and this tends to darpen out the oscillation. This is analogous to the assumption that the second, movable ring in Newton's model experi- ences friction. Con-ecuer_tly, it no longer canals out in so far =s its centrifugal acceleration ;.s concerned. The amplitude of the osciT.lr-ttion of the axis must decrease. This raises the following (7ueslion: 'Iha ore the efforts that maintain the free oscillation of the poles? The annual transport of mass on the surface of the earth roduoe.= a change in the loca=tion of the, pole of inertia. This, Yccordingg to Pzodnu, is transferred with greatly increased amplitude to the role of rotation.
